Pokemom heartgold latias glitch?

im not sure if this is a glitch in my game, but after you walk out of the pokemon fanclub in vermillion, after the national dex is recieved, steven is supposed to walk up and tell you about latias/ latios. he never showed up for me, i checked my map (where you usually see raikou and enteis head) and latias/ os isnt on there. and ive searched online, and nothing is like this. i payed 40$ for this game, if its glitched ima be pissed. so what should i do, is there a step im missing? ive got 16 badges, i have the national dex, ive tlaked to everyone in the pokemon fanclub building, no matter how many times i walk in ad out he wont show up -.-|||you need to go to safron city and talk to the girl with the dolls , after that go to the fan club and take the doll from the fat sittting im front of the entrence , after you take the doll from him steven should appear .
