What is the National Dex in Pokemon and What is It's Purpose?

I was looking online at all the pokemon in Pokemon Emerald, and people said 200 were from Hoenn and 386 in the national dex. Once you get the national dex, do different pokemon appear or do you have to get them from special offers or from other people?|||you get some to appear, and some you need to transfer from previous games
